CIIPEC principal mechanisms for the establishment an improvement of capacities include:
· A Center of Excellence created at INCAP, with profesorado and staff able to realize colaborative independentresarch and human resources training in NRCD area, supported with the analytical capacity of INCAP.
· Development of a rigorous, integral and sustainable training program and a colaborative nework amongst health professionals and researchers on NRCD on the the region.
· Capacities and needs periodic evaluation about prevention and control of NRCD by country, which includes the actual institutional and health services organization and a revision about politics, plans and programas, monitoring and surveillance advancements, strategies about health care and prevention programs.As the necessities will exceed the resources, all those activities and products that are more viable on the short term.
· Individual and institutional abilities and capacities in applied research and politics and programs implementation about NRCD prevention and control, as well as in INCAP as in gubernamental and academics institutions of Mesoamerica and Dominican Republic.
